I think you are raising at least three distinct questions:
1) What's the deal with Elon?
And secondarily what's the deal with Trump and him?
A: I really have no idea. Some things Elon embraces are good, and contrary to recent elite opinion, while some are questionable at best.
2) Are brain chips good?
It seems that for SOME highly disabled people, SOME sort of focused "brain chip" might make a big difference. If artificial legs aren't bad (and I think they aren't) then perhaps SOME sort of sophisticated remedying of neurological dysfuction isn't bad either. This is separate fromt the dangers of trying to hook EVERYONE up with "brain chips".
3) Is AI bad?
There is no such thing as "AI". It is simply a marketing term. What is currently being pushed by those using that term is clearly bad, on the whole, for humanity, and obviously humans should not be "merged" with it.
I personally think that those pushing it should be punished in a visceral fashion.
