It's not NATIONAL debt, it Congressional Debt.
Congress is in charge of setting the budget. They literally set the amounts.
Funds exceeding the approved amounts should not be sent out. This included Foreign Aid.
If he's found guilty of sedition…..isn't that grounds for removal from Congress?
