Greenland does not have such a great GDP, but they are holding onto it for financial reasons mainly. You can always offer them a floating percentage that would maintain their wealth as we build it up, and then reduce the percentages after things get rolling, because on larger GDP, a smaller percentage will still result in more financial gains that could be anywhere from double to 10 times the amount. Constraints can be flexible and not always static, as that is what make a program more future proof.
