In actuality, there is only one real security clearance: "The Need To Know." It doesn't matter how high you have been rated for, if you have no need to know it, you are not going to see it. TS does not give one the ability to just walk into any office and go through their files. Along the same lines, even if you are not rated, but have unique skill set required to complete a task, you may be invited in yo help out. It happened with me once, I was only rated with a secret but found myself working in a TS area. Of course, there were armed guards standing beside me when I was there.
