All the movements happened simultaneously. Was good reflexes. His footwork could have failed and got run over.
There are 2 cops. The one at the side is trying to detain her because she isn't cooperating, while she is backing up her SUV.
The one at the front is further trying to make her get the point, hey I'm in front of your car, don't mess around.
Then she puts on forward gear and gases it even with the officer still in front of the car. Even in slow motion, the whole thing happened really fast.

A cop standing in front of your car is universal language letting you know that if you try to run them over, you will get shot.
Didn't see any other car trying to run over ICE besides the lesbian headshot. There were protestors all attacking ICE though, blocking them in, and slamming car doors on them as they were exiting their vehicles.
I'm actually surprised more people didn't get shot. ICE was actually being pussies the whole time.
Any officer is allowed to stand in front of your vehicle to give you an order. There could be an operating going on ahead (like the ICE operation going on), an emergency, etc. If you try to run them over, then that's attempted murder with a deadly weapon (vehicle), and the officer has the right to defend himself.
The whole motion of the officer pulling his gun, moving his feet, and getting the shot, is one single reflex that occurred once she hit the gas.
