Rachel Brand resigned from 3rd top position at DOJ (Associate AG) in Feb 2018. She was the mind behind pushing greater FISA surveillance. Her departure, along with a new CoC bypassing RR’s position, allows POTUS to easily cut RR out when SHTF and have his people already in place.
