This is a concept very old in law and it would require reviewing centuries of legal issues and thousands of cases, since our legal system is based upon legal precedent.
It sounds like a good idea, but in reality it's implementation would be a complete clusterfuck nightmare that would take decades.

I have seen many reports of organ-trafficking busts in central & south America, one re: a doctor at a hospital in Costa Rica with a jewish last name.
