I think so. The NPCs just follow their programming. So Soros sends around agents to rile up the NPCs by burning flags, throwing bricks, etc. It riles up the illegals also.
Damn you can do a lot actually with just sending around 100 paid agents year round to every city set up false flags and sow chaos. Then the MSM amplifies the paid agents as if its happening everywhere when in fact the NPCs are just watching a movie.
