Paul preaches to Jewish followers of Jesus in Rome. Take this teaching with that of diet. Judaism was spreading into the nations, communing with Gentile Jews i.e., Christians. They were not to create a Sanhedrin type government apart from existing governments.
This was to reinforce that the Kingdom of Heaven, newly established by Jesus Christ was not a government of earth, but of heaven and the spiritual world.
It was not for obeying blindly unjust government.
