A viral video released by content creator Nick Shirley in late December 2025 exposed several facilities, including the Quality Learning Center, which received nearly $2 million in public funds while showing signs of minimal operation.

 

State records later confirmed the center’s closure, and its owner, Fozia Sheik Ali, had a prior conviction for wire fraud related to another daycare in 2016. The video, viewed millions of times, prompted federal investigations by the FBI and Homeland Security, uncovering schemes that allegedly siphoned over $200 million from education, Medicaid, and housing programs.

 

State Department spokesperson Tommy Piggott explained the rationale: “The State Department will use its long-standing authority to deem ineligible potential immigrants who would become a public charge on the United States and exploit the generosity of the American people. Immigration from these 75 countries will be paused while the State Department reassesses immigration processing procedures to prevent the entry of foreign nationals who would take welfare and public benefits.”

 

The affected nations include Somalia, Russia, Afghanistan, Brazil, Iran, Iraq, Egypt, Nigeria, Thailand, and Yemen, among others. This list raises questions about national security risks, given the inclusion of countries with histories of terrorism, espionage, and economic instability.

 

Historically, the public charge provision dates back decades, but its application has fluctuated with political winds. During President Trump’s first term, a 2019 rule expanded considerations to include factors like health, age, finances, and English proficiency, aiming to safeguard American resources. That approach faced legal challenges and was narrowed in 2022 under the Biden administration, which limited the benefits counted toward public charge determinations. Critics argue that lax enforcement in recent years opened the door to exploitation, as seen in Minnesota’s scandals.

 

The timing of this pause, just over a year into Trump’s second term, signals a return to stricter immigration controls. President Trump has repeatedly emphasized protecting American workers and taxpayers from foreign burdens, and this action aligns with broader reforms.
