This is Potus for sure - he hired Acosta to repeat Potus' messages over and over so that the really blind people hear "The press" + "enemy of the people" until they have memorized it, it's a typical tactic to reach people. they don't really register the word NOT after a while, they just link the two phrases. the idea gets in their heads hahaha
