Exactly. You got it. After the Bay of Pigs not being told everything and then presented with the real traitorous Operations Northwoods, JFK could no longer trust the CIA. Back in the the 60's it was the CIA who created the Presidents Morning report. H4e knew he needed to bypass the CIA.
