Thanks to Obama himself, the Supreme Court has already ruled that immigration enforcement is primarily a federal responsibility, meaning that states and localities have limited authority to create their own immigration laws or enforce federal immigration policies. This centralization of immigration authority allows the federal government to regulate who can enter and remain in the country.
How does President Trump not have the authority? Who would argue that he does not? You can't write laws down then not follow them when you don't want to.
