How: It's a fax. It's an electronic signal sent over a wire. We control the wires. As long as nobody questions the fax, everything goes according to plan.
I would assume there's also some method of real world verifying that the fax is accurate or trustable. It would seem that that system has also been compromised. I think it's safe to assume that this system was limited to very few human operators who have now all been flipped or dealt with. I would suspect that this system has also been increasingly internet-ified over the past few years because it's more "convenient and secure" (which is true) but was really a setup for this OP (10D chess Q ftw).
WHY:
I think it's important to think of how the Cabal comm structure works also. Similar to how <10 people are in the know on Q's side (is that a base10 10? or a hex 10?), I would assume very few people on the Cabal's side have a full picture. I would bet many groups operate without ever knowing a layer above them exists.

Why does this matter? Well we know from the Q posts earlier that their comms are down. Assuming that people who fuck up are gotten rid of, if you can subvert ANY (holy shit? MSM is their biggest weapon. They never thought it could fail. I bet EVERY other system is similarly compromised. They're going to start hitting "oh shit buttons" and all of them are just going to generate more evidence and do nothing. Am I reaching too far here?) process while the comms are down, nobody will be able to know it was subverted.
