>Tom Homan
Tom Homan received the Presidential Rank Award for Distinguished Service from President Barack Obama in 2015. This is one of the highest U.S. federal civil service honors for career executives, recognizing sustained extraordinary results and leadership during his time at ICE.
Public reporting does note that during Barack Obama’s presidency overall, roughly 3 million people were deported, which is where his “deporter-in-chief” reputation came from, but those totals cover all of Obama’s eight years and the entire enforcement system, not just Homan’s specific command or the pre‑2015 period.
