What O'Keefe is describing takes two things. Experienced personel, who know how to cover an area, communicate clandestinely, and train agents to act without conscience. The other thing is takes is money. MASSIVE amounts of money. When theyre risking federal prison for 10 years per felony, that level of action doesn't come free. Follow the money.
