Menin targets emergency no-bid contracts after billions spent on Covid and immigration crises
Newly-minted City Council Speaker Julie Menin zeroed in on what she called “systemic abuse” of the city’s emergency procurement process on the first day of oversight hearings under her tenure.
The speaker said the administrations of Bill de Blasio and Eric Adams procured billions of dollars in goods and services using emergency orders to circumvent competitive bidding rules and comptroller oversight, sometimes for years, enabling widespread waste and fraud. The speaker joined a hastily-scheduled Contracts Committee hearing on Tuesday to advocate for bills that would limit emergency no-bid contracts widely used during the Covid-19 pandemic and asylum-seeker influx.
