If the guy had kicked in a taillight on a Federal vehicle, and face recognition software was easily able to determine it was him, they why didn't the Minneapolis police arrest the guy as a threat to the public, and to himself?
not enforcing the law has consequences.
It's their fault too, because he should have been arrested and removed from the street.
