Pretti was known to be an armed violent agitator, from 11 days prior.
The call was made that he needed to be dealt with in a public decisive way.
So they set the plans in motion for his death.
The woman in the Orange Backpack was working with ICE.
She was choreographed to be pushed by ICE, to get Pretti to intervene.
Pretti initially tries to help her, and then she says something to him, showing their hand.
What she says enrages him.
Realizing he's been tricked, he then starts attacking her and panicking.
ICE separates them and proceeds with the final act.
