Fulton County 2020: The Records the Public Had to Fight to See

==If you really want to know about what happened in Georgia’s 2020 General Election, there is no better place to start than with the newly posted 263-page report prepared by Election Oversight Group

.== The author, Kevin Moncla, prepared the report for Georgia’s State Election Board (SEB) as a comprehensive summary of his and others’ longstanding investigation of Fulton County’s alleged unlawful and likely fraudulent conduct

during and after the election. Importantly, his analysis acknowledges that the investigation is ongoing and aspects of it may be updated, corrected, or supplemented as new facts emerge.

It should be noted that, separately, multiple outlets reported that Fulton County officials admitted at a Dec. 9, 2025, State Election Board meeting

that required signatures were mission on tabulator tapes tied to roughly 315,000 early votes. Fulton County and the state dispute what that error means for the validity of votes already counted and recounted

The recent raid of the Georgia warehouse housing all of the 2020 election records, is the first time the DOJ has taken action regarding Fulton County. It was in response to the lawsuit filed against the county by Harmeet Dhillon in the Civil Rights Division of the DOJ. She sent that letter on Oct. 30, 2025.

This came after SEB member Dr. Jan Johnston had requested the records long before. My article explaining the timeline and parties involved was published by American Thinker on Nov. 5, 2025.

All this to say, it was an unnecessarily Herculean effort to get almost anyone in the state to cooperate with providing records the voting, taxpaying citizens have every right to see.

In reference to the report, please excuse the list format being used in this article but I want to make it simple to follow for the reader who has limited previous knowledge of this evidence.

26 Counts of Election Law and Election Control Failures

The report catalogs 26 “counts” of alleged election-law and election-control failures in Fulton County, spanning absentee ballot processing, early voting tabulator documentation, record retention, and recount and audit procedures. All records are publicly available and share no private or protected information. I have written extensively on this evidence

in the past, but this report consolidates it masterfully. They are as follows:

 

Voting systems failure / reprogramming immediately before election

Advance-voting systems not logic & accuracy tested

Order of over one million “extra” absentee ballots without stubs/envelopes

Failure to perform absentee signature verification

(TOC) Memory cards swapped during live election (note: the body also contains a “COUNT 5” labeled DEVELOPING about absentee ballots doubling

Security seals cut; memory cards removed; “fraudulent” returns printed on surrogate machines

20,713 ballots tied to ten tabulators with “no provenance”

Destruction/failure to preserve election records from Nov. 3 count

Absentee ballot image SHA authentication files removed

Write-in votes unlawfully discarded

Unauthorized access/control of election ops, voting systems, and data

State Farm Arena incident and “injection of ballots”

No reconciliation/canvass

Ballot paper authentication disabled statewide

Post-election forensic audit was a “ruse”

Thousands of “false” ballots added to hand-count/audit

3,930 ballots scanned/counted more than once for recount

The headings in the report serve as a roadmap for some broad categories of unlawful or fraudulent behaviors allegedly investigated and documented by Kevin Moncla, Joseph Rossi, Phillip Davis, Jeff Fulghum, Garland Favorito, and others. The categories correspond with the 26 counts listed above.

 

Counts 1–4 concern voting system changes; advance voting L&A testing; ordering over one million “extra” absentee ballots; and absentee signature verification failure.

Counts 5–10 concern the swapping of 35 tabulator memory cards during live election; seals cut/memory cards removed; 20,713 ballots “with no provenance”; destruction/failure to preserve records; absentee ballot image authentication files removed; and write-in votes discarded.

Counts 11–16 detail unauthorized access/control; the State Farm Arena incident; no reconciliation/canvass; ballot paper authentication disabled statewide; post-election forensic audit “ruse”; and false ballots added to hand-count/audit.

Counts 17- 26 concern double-counted recount ballots; missing recount ballot images; SEB2023-025 disposition; encryption keys in plain text; CVAP registration percentage claims; test ballots included in recount; missing numbered list of voters; recap sheets created after election; official records show more ballots than voters; and ballots missing between original count and recount.

 

Things That Make You Go Hmmm

The report highlights a Nov. 4, 2020 appearance on the Today Show (footnote 1 in the report) in which SOS Raffensperger is quoted discussing approximately 4.7M voters and ~2% of ballots left to report. Raffensperger stated:

 

“We don’t guess, what we do is report. We can see where the candidates are right now in both presidential, congressional, senatorial. When you look at how many votes are out there, even if one of the candidates got one hundred percent, it wouldn’t probably be enough to move it one way or another.”

 

It then contrasts that statement with the final statewide total of 5,023,159 ballots and argues there has been to date “no known explanation” for the additional 315,000 ballots. His statement does not align with the final statewide totals.

Keep in mind that roughly 11,000 votes separated Trump from Biden in the end. Notably, the report alleges that “a verifiable total of 19,691 votes, nearly twice the margin of victory, are in conflict with the November 3rd results.”

Also understand that the Secretary of State’s post-election forensic audit of the voting machines, according to the report “was at best a ruse. Five of the six counties that the Secretary claimed to have audited confirmed in writing that no such audit had taken place. The sixth county did not respond."

According to the report, Fulton County absentee ballots increased from ~74,000 at poll close to ~148,000 by the time counting was finished. So they doubled after the polls closed. Things that make you go, hmmm.

In addition, according to the report and as previously reported:

 

148,318 absentee ballots were “accepted and counted” without the mandatory signature verification. Later the report states that Fulton “willfully chose not to perform signature verification, bypassing a core anti-fraud mechanism required in the state.

In terms of absentee ballots, the report claims only 16,302 ballot images had unique authentication files, while 132,286 were “intentionally deleted.” Those anomalies plus the deletions “strongly suggest” manipulation.

In early voting, the report asserts there were only nine (9) zero tapes for 148 advance-voting tabulators and alleges the 138 closing tapes do not bear proper identifying information. It also claims missing recap sheets, numbered voter lists, and poll pad check-in lists—concluding “no records exist” for roughly ~315,000advance-voting ballots.

The report says the hand count/audit was “falsely padded” by 6,691 ballots (as the report frames it), and points to further discrepancies when comparing audit results to early-voting returns.

It also claims 3,930 ballots were scanned and counted more than once for the recount and that 17,852 ballot images were missing from the recount.

 

What About the Encryption Keys?

Other highlights in the report include the documented fact that “[t]he State of

Georgia and Dominion Voting Systems placed master (private) cryptographic encryption keys unprotected

(my emphasis) and in plain text within the same database used to store the election data and produce contest results in violation” of VVSG requirements. It continues, “This has been confirmed in every 2020 election database to which we have access, and includes thoe from the following Georgia jurisdictions: Appling County, Bibb County, Coffee County, Jones County, and Telfair County.”

According to Phillip Davis of Ballot.Assure,

those encryption keys “can be used to manipulate the ICX Ballot Marking Devices (“BMD”) in any number of ways, to include encoding the QR code with contest selections different from that shown in human readable text on the ballot.” In sum, it is possible that the voter voted for one candidate, but the QR code

recorded a vote for another candidate and there is no way the voter would ever know about the manipulation. “The same manipulations could be made to the tabulators,” according to the report.

Election Oversight Group, LLC

The Investigation Is Transparent and Factual

The Election Oversight Group report provides transparent documentation of available public record on the 2020 election. The report contains throughout all of the records, complaints, exhibits, technical requirements, and potential violations of law a rational-thinking person would need if he or she were truly curious about how unlawfully that election was conducted.

This work represents years of requests for information, repeated, frustrating appearances before the Fulton County and State Election Boards, and countless hours of careful documentation of the findings. It is Last I checked, most citizens don't do this kind of work And yet, the legacy media, Georgia officials and politicians, NGOs, and weak-kneed attorneys have done nothing but gaslight the American public while simultaneously suppressing the information. Last I checked, most citizens don't produce reports like this unless they really believe something is badly wrong.

At a minimum, what happened in 2020 (and likely other elections) is a egregious miscarriage of justice that would never have seen the light of day had it not been for persevering Georgia citizens. If the FBI and the DOJ do their jobs, their investigation should result in prosecutions. When there are no consequences for bad behavior, the bad behavior continues. More importantly, if we do not correct these issues, our elections will continue to be nothing more than political theatre. By the way, President Trump has a plan in place

to do so. He knows the stakes are high and believes Americans deserve better.
