If America had an honorable government that wasn't playing quadrillion dollar funnymoney games… yes, the government could uphold and defend the bill of rights for every person. The Bill of Rights doesn't cost money to uphold, because it it supposed to be LIMITATION upon government activity. Total bargain, and respectable.
But the U.S. Government is currently NOT a bargain nor honorable or respectable
