>SECTION 4. FEDERAL ENDORSEMENT FOR FIREARM OWNERSHIP AND HUNTING RIGHTS.
>(a) The Attorney General, through ATF, shall establish a national system for issuing a Federal endorsement upon application and NICS background check.
>(b) Valid nationwide, renewable every 5 years.
>(c) Rights conferred: Purchase, possess, transport, carry firearms/ammo; hunt without additional state licensing; override state bans on firearms, magazines, waiting periods, registration.
The federal government cannot be in charge of conferring gun rights.
