There is a good chance that it is someone that she knew well enough to step outside that late at night. So it very well might be someone local, like a neighbor, or a caretaker who knew her. There has been news that her monitor last connection sync might have been around 6 am, and if that is the case, they maybe closer than you think. I would suggest taking her monitor and watch, and traveling the neighborhood to see if you get a connection or a reading, to rule out locality, and do it in an unmark vehicle.
