No, actually it was between L. Ron and John W. Campbell Jr., editor of Astounding magazine and later, Analog.
Campbell and his wife Peg often entertained the SF writers of that era for dinner at their home in New Jersey. (Robert Silverberg has a screamingly funny story about one of those dinners but it’s a bit too long for this answer.) Hubbard and his wife were often guests. At one of those dinners, in 1949, roughly, Hubbard and his wife Sara—actually, he was married to two women at the time. Bigamy! Nice guy, huh?—were discussing the sad—to them—state of affairs in America. Campbell knew that Hubbard had resigned his Naval commission as a result of health issues and was writing a series of articles about a “new” form of psychiatry. Hubbard thought he had all the answers for questions that modern psychiatry had utterly missed. Campbell, with his fascination for “fringe” ideas (like psi powers and the spirits of the dead), listened, nodded at all the right places, and was really enthusiastic about it.
So he published some of Hubbard’s ideas in Amazing and that’s where and when the riot started.
Let’s have a little background, shall we? Modern psychiatry was going through the Freudian analysis stage—which worked for some, not so much for others—and the words “psychoanalysis” and “therapy” were on everyone’s lips. Why?
War. We had just finished winning a ruinous World War and hundreds of thousands of brain-damaged soldiers were coming home and coming apart at the seams. The shrinks at the time called it “shell-shock.” Today, we call it PTSD and even after several decades of research and empirical results, treating anyone for this condition—which is by no means limited to former soldiers—we still don’t have a firm grasp of how it happens and why it affects so many people in so many different ways.

The former was perfectly rational, but it could be affected by memories, or “impediments,” implanted while a person was unconscious. Such experiences were stored in the reactive mind, which took over in times of stress—a patient who heard a doctor say “He’s better off dead” while under anesthesia would take it as a literal command. Hubbard’s treatment, which didn’t have a name yet, was designed to access these recollections, some of which dated from before birth, and erase any damaging behavior patterns.

In its earliest form, the treatment amounted to a kind of hypnotism—Hubbard was an accomplished hypnotist who liked to show off at parties—but Campbell turned out to be stubbornly resistant to suggestion.
