but the history of the "pharmaceutical industry" pre-dates the pettrochemical industry by a century or more
the earliest industrial scale "chemical" plants were engaged in the mfgr of paper and dyes
and these were the first to produce "toxic waste" on an industrial scale
at first, they did the obvious, dump their waste in the nearest river
but massive fish kills and human poisoning downstream put an early end to that practice
faced with the problem of disposing of their waste stream
the next lowest cost alternative was to invent "uses" for their toxic waste, and sell it
in those days, there was already a plethora of small mfgrs of cures and treatments
ranging from "snake oil" salesmen to slightly more reputable "patent" medicine makers
so one of the many ideas the paper & dye mfgrs hit upon for their waste was "medicine"
they took their toxic waste, and went into "insane" asylums and prisons, and dosed the inmates and prisoners with their waste
hoping to stumble upon something which showed some promise, no matter how small, of being saleable as medicine
this is well documented, historically, and easy to research
and goes back a hundred yrs or more before the explosion of industrial scale petroleum refining
just to be clear, rockefeller = evil

but he was a johnny-come-lately to the pharmaceutical industry
petroleum refining DID produce a huge new source of starting materials for organic chemistry
which was itself a fledgling area of chemical research in the 1880s
and he DID influence the creation of the gov't agencies to regulate (suppress competition) the drug manufacturing industry
which only became a major source of medicinals in the early part of the 20th century
in case anyone was interested in the actual facts…
