Not an actual evidence-based clue, but here's a hypothesis based on this anon's local knowledge: El Paso has been cartel-controlled for many years. From that base, they control sections of Interstate 10 and Interstate 25. Anon read a report that Border Patrol had taken back control of a large area in Texas which had been under cartel control and being used for the worst activities. Cartel attacks may be anticipated, and aerial access being shut down makes defense of the border easier, even without support from El Paso locals.
