FEDEX 767 on course to fly right over El Paso. Airspace isn't locked down for everyone it appears.
Airspace restrictions are common for a variety of reasons but shutting down an international airport, for 10-days, even in a city the size of El Paso, is very rare.
Other than temporary partial days and weather related, I don't find any examples.
