what does that even mean?

Q was a comm system for one part of governance to talk to 1. The public. 2. others in governance (military).

it wasn't a 'belief system' nor was it a cult or religion.

Nor was every drop meant for all the viewers of the pages: some of them if you didn't know how to decode it were almost meaningless.
