Paper ballots, unfortunately, are not the answer although better than electronic votes. Why? because it is nothing to do with paper or electronic ballots but everything to do with the people that administer the vote - it is the 'Volunteers' themselves that are the problem.
The book Votescam (https://www.amazon.com/Votescam-Stealing-America-Forbidden-Bookshelf-ebook/dp/B013S42V92/ref=sr_1_1?ie=UTF8&qid=1533277213&sr=8-1&keywords=votescam) gives many examples of how votes are stolen. In one instance the book details how paper ballots in one town were kept in an unsecured location overnight which was easily accessible to anyone.
Other examples; people complaining about their votes being switched and when reporting it to the local police, being threatened by them; when people report votes being switched and reporting it to the person in charge of overseeing the voting, being told that they must be mistaken and then ignoring their complaints.
Many other examples.
So it is the people themselves that are administering the vote that are the ones that need to be dealt with. They are as corrupt as the democrats and the focus needs to be concentrated on these people: how to find ethical people to administer the Vote?
One answer right off the top of my head - the Military themselves, specifically the Marines.
Or if that is not possible, US Marine veterans. But even these individuals will have to be vetted - corruption pervades all levels of society not just the democrats. But they would be less of a hassle to vet. They would also have the better mindset - because of the oath they took and the training they underwent.
Regular people are just too emotional and illogical to be given the responsibility to oversee something so important. In most cases when push comes to shove they are also wimps when it comes to making the right decision. They are also very easy to pay off.
