The only way I would believe that Bannon was a counterintel operation for POTUS is if POTUS says that is the case, or Bannon produces some sort of "letters maque" signed by POTUS in 2016 authorizing him to run a counterintel op on epstein.

That's highly unlikely. Verdict - Bannon is one of the worst POS in history.

An interesting aspect to the bannon/epstein emails is that it shows in stark relief the way the puppetmasters in london work to control both sides of a dialectic. Bannon was describing an actual movement to epstein, who was not undermining it to him, knowing that epstein was helping the other side of the dialectic.
