Mamdani’s Grocery Plan Takes Shape In Economic Policy Shift

Mayor Zohran Mamdani’s administration has begun scouting sites for city-backed grocery stores in each of New York City’s five boroughs,pushing ahead on a signature campaign promise that drew widespread skepticism during last year’s electoral race.
The Mamdani administrationis prioritizing so-called food deserts, or areas where availability of fresh and affordable food is scarce, said Julie Su, the city’s new deputy mayor for economic justice. She declined to provide additional details on the potential locations.
“The vision is to have at least one grocery store that the city helps to bring to fruition in each borough that would bring down real costs in a way that New Yorkers can feel,” Su, who served as acting labor secretary in the Biden administration, said in an interview.
Mamdani’s grocery-store proposal has served as one of the most visible parts of a broader reset in economic policy thathas sparked unease among New York’s business elite. Su, moving quickly on worker and consumer protection as part of that revamp,has already gone after food-delivery companies including Uber Eats and finalized a rule banning hidden hotel fees.
Mamdani has said he doesn’t want City Hall’s relationship with corporations to become adversarial. But he and Surepresent a departure from decades in which New York’s economic agendahas been shaped by growth strategies drawn from finance, real estate, housing policy or elite legal institutions.
“This is largely uncharted territory and many employers and investors are understandably in wait-and-see mode,” Steven Fulop, chief executive officer of the Partnership for New York City. “If the rules are clear, consistent, and implemented in a way that still values growth and job creation, the approach could ultimately strengthen New York’s long-term labor market.But clarity will matter.”
Technology leaders emphasized the need for coordination as the administration reshapes its economic agenda.
