The competition to build the Canadian navy’s next fleet of submarines is heading into a new phase after a deadline for both finalists to submit their final proposals to the federal government on Monday.

Canada is planning to buy a fleet of up to 12 conventionally powered submarines with the hope of having the vessels in the water by 2032.

The multibillion-dollar procurement is happening at an accelerated pace as the Royal Canadian Navy’s aging Victoria-class submarines are set to retire in the next decade.

The two bids are from South Korea’s Hanwha Oceans and ThyssenKrupp Marine Systems, or TKMS, in a bid that includes Germany and Norway.

Stephen Fuhr, the secretary of state for defence procurement, said in February that Ottawa will likely announce a winner this year.

Canada has entered into a nine-year multi-billion dollar uranium supply agreement with India after Prime Minister Mark Carney met with his Indian counterpart Narendra Modi in New Delhi this week.

Carney held discussions with Modi on March 2 before the two leaders announced a series of agreements, including a $2.6 billion deal in which Canadian company Cameco would supply nearly 22 million pounds of uranium to India for use in the country’s fleet of nuclear reactors. Saskatoon-based Cameco, one of the largest global providers of the uranium fuel, said in a statement the deal will run from 2027 to 2035.

“This is not merely the renewal of a relationship,” Carney said in remarks after his meeting with Modi. “It is the expansion of a valued partnership with new ambition, focus, and foresight, a partnership between two confident countries charting our own course for the future.”

The two countries also agreed to expedite negotiations on a Comprehensive Economic Partnership Agreement (CEPA), with discussions set to wrap up by the end of 2026. Canada’s spy agency says India remains one of the main perpetrators of foreign interference and espionage against Canada, contradicting a claim by a senior government official last week that Indian agents are no longer linked to such crimes.

The Canadian Security Intelligence Service (CSIS) has repeatedly cited the Indian government as one of the main perpetrators of foreign interference and transnational repression in Canada in recent years.

In an email to National Post on Saturday, CSIS spokesperson Eric Balsam confirmed that remains the case, marking the first time a Canadian security agency has contradicted the controversial statement by a senior government official to reporters last week.

“CSIS’s threat assessment of the main perpetrators of foreign interference and espionage against Canada has not changed,” Balsam said in a statement to National Post Saturday.

Canada’s Liberal government is taking another major step toward expanding the nation’s already-controversial “assisted suicide” program, this time pushing for citizens to be euthanized with “pre-approval,” eliminating one of the last remaining safeguards against involuntary death.

Health Canada has released a new series of studies laying the groundwork for a dramatic overhaul of the Medical Assistance in Dying (MAiD) system.

In a report published on October 29, the agency openly explored allowing advance requests for lethal injections, meaning a person could sign off on their own death years before they lose capacity, and be killed even if they can no longer consent when the moment comes.

“An advance request is a request for MAiD made by an individual who still has the capacity to make decisions, but before they are eligible or want to receive it,” the report states.

These requests would be triggered automatically “after they have lost the capacity to consent.”

Currently, Canadian law requires explicit consent at the time of death.

This measure is one of the few remaining barriers preventing the euthanasia system from killing patients who may be confused, incapacitated, or unable to object.

Advance requests are illegal under the Criminal Code.
