A federal hate crimes bill would extend criminal penalties to anyone accused of obstructing indigenous sacred sites — including areas identified as unmarked graves — according to an internal Department of Justice memo that was not highlighted when the legislation was introduced.
Blacklock's Reporter says Attorney General Sean Fraser tabled Bill C-9, An Act To Amend The Criminal Code, on September 19, outlining new offences aimed at intimidation and obstruction at places of worship.
However, departmental briefing materials show the scope of the bill would go further.
“It is the intention of the government that Indigenous peoples and their religious and cultural spaces received equal protections under Bill C-9,” said a memo titled Supplemental Questions And Answers.
The legislation creates a new offence of obstruction for the purpose of intimidation at places of worship.
In an earlier backgrounder, the justice department said the proposed offences would protect buildings primarily used for religious worship — including synagogues, mosques, churches, temples and gurdwaras — as well as cemeteries and facilities used by an identifiable group for administrative, social, cultural or sports purposes.
But the internal memo stated the bill would also apply to areas designated as sacred by indigenous groups, whether or not the land is formally recognized as a cemetery. Continue…

While promising to rein in waste and refocus government spending, cabinet quietly spent $18.6 million refitting a consulate in Milan as a climate change showcase, according to Access To Information records.
Blacklock's Reporter says documents released Friday show the department budgeted $18,619,067 to lease and renovate office space for a reopened Canadian consulate in Milan.
The spending was approved even as ministers publicly claimed they were cutting unnecessary expenditures.
The previous Conservative government had closed the Milan office in 2007, assigning emergency consular services to a local lawyer at minimal cost.
Records indicate cabinet decided in 2020 to reopen the consulate and spent three years transforming the space into what officials described as an energy-efficient showpiece.
At the time, the Embassy of Canada to Italy said the project demonstrated Canada’s leadership in fighting climate change. Continue…

RCMP say they are investigating threats that have circulated online and within the community of Tumbler Ridge, B.C., on the same day that the funeral for one of the victims in the mass shooting had to be cancelled.
Police did not offer specifics on the threats but said on Saturday that officers have connected with the mayor and community leaders to ensure ongoing communication and public safety planning.
“The RCMP is aware of threats that have circulated online and within the community and we can confirm that an investigation is under way. A safety plan is in place for the individual(s) and community as the investigation continues,” the statement said.
A message posted online by the Tumbler Ridge Chamber of Commerce and attributed to the family of Kylie Smith, who died in the shooting at the local secondary school, said her service had to be cancelled and that the family had been “moved to a safe location.”
It said the family “couldn’t risk anymore violence in this amazing town.”
“From what we are hearing, we are at least the third family of the deceased to be harassed or threatened by people from their past since this awful tragedy took place, Like we aren’t all dealing with enough already,” the message said.

Artificial Intelligence Minister Evan Solomon says he is in contact with OpenAI and other AI platforms about their safety protocols after hearing reports that “concerning” online activity by the shooter in the Tumbler Ridge massacre was not reported to police.
The federal minister said in a Feb. 21 statement that he is “deeply disturbed” by reports that “concerning online activity” from the shooter, Jesse Van Rootselaar, 18, “was not reported to law enforcement in a timely matter.”
“Canadians expect online platforms, including OpenAI, to have robust safety protocols and escalation practices in place to protect online safety and ensure law enforcement are warned about potential violence,” Solomon wrote.

Transport Canada has certified two Gulfstream business jets after U.S. President Donald Trump recently threatened to decertify Canadian-made aircraft in response to Canada’s delay in certifying several Gulfstream jet models.
The Canadian regulator certified the Gulfstream G500 and G600 on Feb. 15, according to a certificate document posted on Transport Canada’s website.
The certificate says the aircraft meet the “standards of airworthiness” required by the Canadian Aviation Regulations.
The head of the U.S. Federal Aviation Administration (FAA) earlier said on Feb. 10 that he expected Canada would soon announce it was certifying the Gulfstream business jets following years of delay. Continue…

Conservative MP and public safety critic Frank Caputo says he will keep asking the federal government to release its agreement with China on law enforcement cooperation until it discloses the document that so far has been kept confidential to the public.
Caputo sent a letter to Public Safety Minister Gary Anandasangaree on Feb. 9, requesting a copy of the memorandum of understanding (MOU) on cooperation in combating crimes between the RCMP and China’s ministry of public security, which Ottawa signed during Prime Minister Mark Carney’s visit to China in January.
“13 Days. No response,” Caputo said in a Feb. 22 post on X, reposting his Feb. 9 letter. “I will post this every day to bring awareness to the fact the Liberals won’t release their Memorandum of Understanding with China on matters relating to intelligence sharing.”

Maya Gebala, the 12-year-old survivor of the Tumbler Ridge massacre, underwent “emergency surgery” on Saturday.
In an update to the GoFundMe, Krysta Hunt, cousin of Maya’s mother Cia, said intervention was needed “due to severe fluid build up on the brain caused by Hydrocephalus” — when cerebrospinal fluid accumulates within the brain’s ventricles, leading to increased pressure within the skull.
“This update show just how critical Maya is with her injury,” Hunt said. “Please keep her in your thoughts. I believe it’s helped her this far.”
In an update early Sunday morning, Maya’s father David said the surgery was a success.
“Our brave little warrior has come through her emergency surgery,” he wrote on Facebook. “After what felt like the longest hour of our lives, the surgeon came to tell us it was successful. They’ve placed a drain on her right side, and she’s holding on strong just another hurdle she’s facing with so much strength.” Continue…
