On January 29, OFAC issued General License 46, authorizing U.S.-incorporated firms to market Venezuelan oil globally, including in the United States. Payments must be made on commercially reasonable terms and deposited into U.S.-based accounts overseen by the Departments of State and Treasury to ensure funds benefit the Venezuelan people rather than corrupt actors. General License 48, issued February 10, permits U.S. companies to provide goods, equipment, and services to repair and upgrade Venezuela’s oil and gas infrastructure.

Venezuela holds some of the world’s largest proven oil reserves, but years of political instability, corruption, economic mismanagement, chronic underinvestment, and international sanctions have severely degraded its energy sector. The administration argues that reopening the industry will increase production, modernize infrastructure, strengthen U.S. supply lines within the Western Hemisphere, and support Venezuela’s broader economic recovery.

The strategic timing is significant. As Mexico redirects more of its heavy crude to domestic refining, imports of Mexican Maya crude to the U.S. Gulf Coast are expected to decline. For roughly two decades, the CRA has defined a large business as one reporting more than $250 million in gross revenue for two consecutive years.

Based on that benchmark, about 1,600 economic entity groups and more than 25,000 legal entities fall within the large business audit population.

“These projects will benefit 186 communities serving approximately 207,000 people,” the submission said, equating to $9,083 per capita.

Senators were told the program has been successful in helping communities transition from fossil fuels to alternative energy sources including solar, hydroelectric and wind.

“The department is supporting First Nations efforts to transition from fossil fuel to clean, reliable and affordable energy systems,” officials wrote.

The government’s travel advice for the United States was updated on Feb. 19 to warn that while a Secure Certificate of Indian Status (SCIS)—also known as a secure status card—is generally accepted at land and sea crossings, the final decision lies with U.S. authorities.

Acceptance of all status cards is “entirely at the discretion of U.S. officials,” the website says.

The government began the distribution of secure status cards in 2009, gradually discontinuing the previous versions of laminated, paper, or plastic status cards and started to issue cards with a machine-readable field in 2019.

Ontario’s top court agreed house arrest was an “unfit” sentence for a man caught with 22,746 images and 741 videos of child sexual abuse, but it declined to give him prison time.

A year ago, Justice Clayton Conlan of the province’s Superior Court of Justice handed Matthew Elias a conditional sentence of two years less a day on house arrest and three years of probation. The Crown appealed the sentence, arguing that Elias should get three years behind bars.

“I agree with the Crown that the sentencing judge erred in principle by failing to recognize aggravating factors and failing to prioritize denunciation and deterrence as sentencing objectives,” Justice Sally A. Gomery wrote in a recent decision from Ontario’s Court of Appeal.

Elias should have been sentenced to 30 months in prison, Gomery wrote in a decision from the three-judge panel.

But the appeal court concluded “that incarcerating Mr. Elias at this point would not serve the interests of justice” and dismissed the appeal. Continue…
