Voter ID is not enough to secure elections. I've worked polls using paper ballots and voting machines. It's easy to fill out paper ballots at the end of the evening and run them through the machines before time is up. The poll workers then have to mark off and sign for the people who didn't show up to vote. This can only be done where there are no poll watchers. Inner cities will many times not have Republican poll watchers because people are afraid to go there and get intimidated if they do. If you will notice, the inner cities and mostly minority areas are the last to report. That's because it takes time to make sure the voter names are marked off the list and signed.

Voter ID is a good start but it won't be enough.
