A newly released CIA document reveals a chilling blueprint to manipulate minds through covert drugging experiments.
The report, added to the CIA's reading room in 2025, details the government's once top-secret Project Artichoke that ran from 1951 to 1956, focusing on behavior control, interrogation techniques and psychological manipulation.
The seven-page document, titled 'Special Research for Artichoke,' with an attachment labeled 'Suggested Fields for Special Research Relative Artichoke,' outlines proposals to develop chemicals capable of altering human behavior.
It discusses drugs designed for both immediate effects, like truth serums and long-term influence, potentially administered through food, water, alcohol or cigarettes.
Researchers also suggested that such substances could be disguised in medical treatments such as vaccinations or injections.
The CIA was also looking into methods beyond chemicals, listing hypnosis, sensory deprivation, gases and other psychological methods for interrogation and behavioral control.
Artichoke served as a precursor to the CIA's MKUltra program, which later broadened mind-altering experiments on a larger scale.
Sections of the document discussed 'hypnosis,' 'psychological techniques' and 'gases, aerosols, and oxygen deficiencies,' demonstrating that the CIA sought to combine chemical, environmental and mental approaches.
Researchers questioned whether such methods could compel individuals to perform actions against their own will, including potentially criminal acts, without leaving conscious awareness of their behavior.
Human experimentation under Artichoke often involved vulnerable subjects, including prisoners, military personnel and psychiatric patients, typically without informed consent.
Many files were destroyed in the 1970s, leaving the full extent of the research and how far it progressed unknown.

In response, the Mexican government deployed an additional 2,500 troops last night in Jalisco State and neighboring states. Combined with the 7,000 troops already stationed there, over 10,000 troops are now deployed to stop further CJNG attacks.

Human Subjects Research, commonly abbreviated as HSR, refers to scientific studies that involve data obtained directly from living individuals. Such research can include physical interventions, behavioral testing, biometric data collection, or the analysis of large datasets derived from human activity. Within the Department of Energy, HSR is governed by a framework of ethical, legal, and oversight requirements designed to protect individual rights while allowing research deemed necessary for national security or scientific advancement.
A newly released Department of Energy document sheds fresh light on a subset of this research that remains classified in whole or in part. The release, obtained through a Freedom of Information Act request filed by The Black Vault in March 2019, was not finalized until January 22, 2026, nearly seven years later. The responsive record is a single-page attachment titled “Projects that are Classified HSR, FY 2018 DOE Report,” which was released in full, and expands the public knowledge about HSRs that was first derived from a previously released document to the Federation of American Scientists (FAS) in 2017.
Why These Lists Exist
The requirement to compile and publish lists of classified HSR projects stems from DOE Notice 443.1, issued as part of broader reforms following revelations in the 1990s about Cold War-era human radiation experiments. Those experiments, some conducted without informed consent, prompted public outrage, congressional scrutiny, and the establishment of a presidential advisory committee to examine the government’s historical record.
In response, the Department of Energy formalized stricter oversight of human subjects research, including classified work. DOE Notice 443.1 requires that classified HSR projects be tracked and reported, even if substantive details remain protected. The intent is to ensure accountability, ethical review, and senior-level awareness of research involving human participants.
DOE Notice 443.1 was later superseded by DOE Order 443.1C, which remains in force today and preserves the requirement to track and oversee classified human subjects research. Those protections were further reinforced in 2020 when DOE codified its human subjects framework in federal regulation under 10 C.F.R. Part 745.

In 2016, the publisher De Gruyter released an essay by Rainer Liedtke titled “Agents for the Rothschilds: A Nineteenth-Century Information Network[1].”
Drawing on the Rothschild Archive London — correspondence from over one hundred business agents working for the various Rothschild houses — Liedtke documented a recruitment and intelligence operation that spanned the European continent and reached into Latin America for most of the 19th century.
The paper describes a system in which agents were placed in locations where the Rothschild banks did not maintain a permanent presence. These agents carried out business transactions, gathered political and economic intelligence, and forwarded information that enabled the family to make decisions ahead of competitors and, frequently, ahead of even governments.
Liedtke notes that what we now would consider insider trading ‘was commonplace in nineteenth-century finance and part of the salary package of employees of financial institutions’. The agents were not merely tolerated in this practice — they were compensated through it.
The recruitment criteria tell their own story. Trust was paramount, and two principal routes existed for earning it: being a relation of the family, or having worked within one of the houses for a considerable period. Marriage was the preferred option, and these marriages ensured that important business locations were ‘covered in the long run by trustworthy representatives’.
Liedtke is explicit about one boundary:
… such men never gained access to the decision-making circle of the family but instead maintained their own business interests separately, albeit profiting significantly from contacts to the Rothschild network.
The agents were operationally essential, but they remained permanently outside the core. Only born Rothschilds were fully trusted. The ‘quintessential criterion’ for whether a Rothschild bank existed in a given city was whether a Rothschild was willing to move there.
He also documents a deliberate policy of heterogeneity. Despite being Jewish, the Rothschilds employed non-Jewish agents as a matter of strategy. A homogeneous network, Liedtke explains, would be ‘self-referential’ — limited to the social circles its members already moved in.

15 killed in helicopter crash in Peru

At least 15 people died in a Mi-17 helicopter crash in southern Peru, the country’s air force said.
"Special forces, in coordination with the national police, have located the Mi-17 helicopter that lost radio contact yesterday afternoon. The helicopter was found in the area of the town of Chala Viejo, Chala district, Caraveli province, Arequipa department," it said.
The crash killed four crewmembers and 11 passengers including children. The helicopter was on its way to render assistance to the population affected by floods and other emergencies in Arequipa.
