It specified "Reliance on Gates team expertise wherever relevant." And its confidentiality notice was addressed to "JEE" — Jeffrey E. Epstein.
He didn't just receive it. He shaped it — pushing back on framing, navigating internal politics at Bill Gates' private office (bgC3), and treating the document as his own.
That same month, DARPA launched the Pandemic Prevention Platform (P3) — building on its mRNA vaccine investments — with the goal of producing a medical countermeasure against a pandemic disease within 60 days.
