New York Gov. Kathy Hochul, D, this week demanded that the Trump administration refund residents of the Empire State up to $13.5 billion in the wake of a Supreme Court ruling invalidating the tariffs he imposed under the International Emergency Economic Powers Act (IEEPA).

 

The court's ruling was narrow and only addressed the IEEPA tariffs, which only accounted for a fraction of the tariffs President Donald Trump imposed on foreign countries.But the justices did not provide for or address possible refunds, a prospect likely to lead to additional legal challenges. Hochul, on Tuesday, issued a statement demanding that the administration provide a full refund.

 

“These senseless and illegal tariffs were just a tax on New York consumers, small businesses and farmers — and that’s why I’m demanding a full refund,” Hochul said. “I’ll never stop fighting for New Yorkers, and that means staying focused on putting more money back in your pockets — not ripping it away.”

 

Hochul cited the Yale Budget Lab's estimate that New Yorkers paid $13.5 billion in tariffs, though that estimate does not appear to exclude non-IEEPA tariffs.

President Donald Trump on Tuesdaypredicted that tariffs would ultimately replace the income tax, despite a recent Supreme Court ruling that struck down the ones he imposed under the International Emergency Economic Powers Act.

 

"I believe the tariffs paid for by foreign countries will, like in the past, substantially replace the modern day system of income tax, taking a great financial burden off the people that I love," Trump declared during the State of the Union Address.

 

Trump further touted his use of tariffs to pressure foreign trade partners into making core concessions during trade negotiations.

 

"I used these tariffs, took in hundreds of billions of dollars to make great deals for our country, both economically and on a national security basis, everything was working well," he said. "Countries that were ripping us off for decades are now paying us hundreds of billions of dollars. They were ripping us so badly."

 

Though he did bemoan the recent Supreme Court decision, saying that the justices "got it wrong," he insisted thatthe other tariffs he could use would ultimately prove more effective.

One year ago, Troy Lake was on his second week in federal prison.

 

He spent seven months there, including his 65th birthday and 40th wedding anniversary, for deleting emissions systems from ailing diesel engines.

 

On Tuesday, Lake joined U.S. Sen. Cynthia Lummis, R-Wyoming, at President Donald Trump's State of the Union address in Washington, DC.That’s after Lummis championed his cause — and Trump pardoned him Nov. 7.

 

Then Trump’s U.S. Department ofJustice announced in January that while diesel “delete” mechanics may still face civil penalties, the federal departmentwould stop pursuing criminal cases against them.

 

“Yeah, I’m excited,” Lake told Cowboy State Daily ahead of the president’s speech.“It’s just crazy how things like this are going.”

 

He said he didn’t know how much he’d be able to garner interest in the cause of other small business owners like himself, though he hoped to do so.

 

He pointedto Lummis’ proposed legislation to free imprisoned delete mechanics and Alaska RepublicanU.S. Sen. Dan Sullivan’sbill to require the U.S. Environmental Protection Agency to update its regulations to account for how diesel exhaust fluid(DEF) can make engines falter in cold weather.

 

Many diesel mechanics were prosecuted after the federal government tilted five years ago during the Biden administration from civil to criminal enforcement against them.

 

“My biggest thing is obviously thanking Senator Lummis, and President Trump,” said Lake.

 

He said he felt badly accepting the invitation to the speech because he wanted recognition, rather, for “all the people who helped me get the pardon.”

 

Picking Up Engines

Lake said Lummis’ senior communications advisor Joe Jacksoncalled to invite him last Wednesday night.

 

He was supposed to go to Nevada to pick up four engines, and maybe a transmission, as part of rebuilding the businesshis criminal prosecution reduced to what his defense attorney once called “a shadow of its former self.”

 

Not to worry, said Lake: He’ll pick up the engines next week.

 

‘Thrilled’

Lummis told Cowboy State Daily in a statement Tuesday that she was “thrilled” to welcome Lake to Washington, D.C.

 

“Troy is a hardworking American who was unfairly targeted by the Biden Justice Department, simply for maintaining diesel engines in school buses, ambulances and fire trucksto keep them operational in Wyoming’s harsh climate,” said Lummis. “President Trump made the right call in pardoning him.”

 

Issuing the statement before the speech, Lummis said she and Lake were looking forward to it.

Former Harvard President Larry Summers willresign from his academic and faculty appointments at Harvard at the end of the academic year, relinquishing his University Professorship— Harvard’s highest faculty distinction — and remaining on leave until that time, a Harvard spokesperson confirmed to The Crimson.

Summers also resigned Wednesday from his role as co-director of the Mossavar-Rahmani Center for Business and Government at the Harvard Kennedy School, aposition he has held since 2011, according to the spokesperson.He will not teach or take on new advisees.

 

The resignation marks an extraordinary unraveling for Summers, long one of the most influential figures in American economics.His career spanned prize-winning research, service as United States Treasury Secretary, and the presidency of Harvard.

 

In a statement to The Crimson, Summers wrote that the decision to leave was “difficult” and that he remained “grateful to the thousands of students and colleagues I have been privileged to teach and work with since coming to Harvard as a graduate student 50 years ago.”

 

“Free of formal responsibility, as President Emeritus and a retired professor,I look forward in time to engaging in research, analysis, and commentary on a range of global economic issues,” he added.

 

Summers’ standing began to collapse after a cache of emails disclosed in November revealed details of a long-standing personal relationship between Summers and convicted sex offender Jeffrey E. Epstein.

 

The correspondence revealed that Summers regularly exchanged messages with Epstein about women, politics, and Harvard-linked projects over at least seven years— staying in contact as late as July 2019, the day before Epstein’s final arrest.

 

The blowback was immediate and fierce. After the initial release of the emails, Summers said he would continue teaching. But as more correspondence was reviewed, he announced he would step back from public commitments and leave his teaching post. In the days that followed, Summers stepped down or parted ways with a slew of organizations, including the New York Times, Bloomberg, and OpenAI.

 

Shortly thereafter,the American Economic Association — the profession’s foremost academic organization — issued a lifetime ban against Summers.

 

In response to the revelations,Harvard launched a formal review of Summers’ ties to Epsteinas part of a broader re-investigation into the University’s historical connections to the disgraced financier.The probe also encompasses other University affiliates and donors implicated in the documents.

 

In late December, a second tranche of Epstein-related records released by the Justice Department revealed thatSummers had been designated as a successor executor in a 2014 draft of Epstein’s will, positioning him to oversee the financier’s estate if the primary executors were unable to serve. (A spokesperson for Summers told The Crimson at the time thatSummers “had absolutely no knowledge that he was included in an early version of Epstein’s will.”)

 

The correspondence between Summers and Epstein —=which tallies thousands of emails and phone calls — revealed an intimacy that far exceeded the bounds of a professional relationship. Across dozens of threads,Summers sought Epstein’s advice on personal matters, including his pursuit of a romantic relationship with a woman he described as a mentee.
