France and the UK are plotting to secretly arm Ukraine with a nuclear weapon, Russia’s Foreign Intelligence Service (SVR) said on Tuesday.

 

According to the agency, British and French officials are considering the “covert transfer of relevant European-made components, equipment, and technologies to Ukraine,” and are laying the groundwork for an information campaign that would misrepresent the nuclear capacity as domestically developed.

 

The SVR claimed that another option under consideration is to provide Ukraine with a French TN 75 warhead, used in the nation’s submarine-launched ballistic missiles. It added that Ukraine could also be encouraged to build a ‘dirty bomb’ – a conventional explosive device laden with radioactive materials designed to cause prolonged contamination of a territory.

 

“Kiev would be able to aspire to more advantageous terms of ceasing the hostilities if it possesses a nuclear or at least a so-called ‘dirty’ bomb,” the SVR said in a statement. It added that fellow NATO member Germany “has prudently refused to take part in this dangerous venture.”

 

Officials in London and Paris appear to be losing “touch with reality,” the agency said, warning that responsibility for such a reckless operation would fall on them.

 

The Russian State Duma intends to vote on a formal resolution calling on lawmakers in the UK and France to investigate the SVR allegations, Chairman Vyacheslav Volodin said. Kremlin spokesman Dmitry Peskov said the warning was “potentially very dangerous” since the alleged plot poses a threat to nuclear non-proliferation.

 

Ukraine has long claimed that it gave up a nuclear arsenal in exchange for security guarantees that later proved worthless. While a significant portion of Soviet nuclear forces were stationed in Ukraine, Kiev never controlled the missiles.

 

The 1994 Budapest Memorandums provided assurances – but not legally binding guarantees – to Ukraine, Belarus, and Kazakhstan that their territorial integrity would be respected after transferring Soviet nuclear weapons to Russia. Ukraine’s Vladimir Zelensky suggested Kiev could reconsider its non-nuclear status at the 2022 Munich Security Conference, shortly before the conflict with Russia escalated.

Kosachev criticized these responses, stating, "So far, we have seen no responsible, serious, or official high-level reaction. The comments from the relevant press services - particularly, in France, not even from the government ministries but solely from the embassy here in Moscow - are simply pre-cooked cliches that add no real value. They deny the findings of the Russian Foreign Intelligence Service." He further pointed out that these statements fail to confirm that the involved countries are adhering to their obligations under the Treaty on the Non-Proliferation of Nuclear Weapons.

Potential transfer of nuclear weapons to Ukraine

“We do not threaten Estonia, or any other European country,” Peskov told journalist Pavel Zarubin on Sunday. “But if nuclear weapons are deployed on Estonian territory and are aimed at [Russia], then our nuclear weapons will be aimed at Estonian territory,” he warned, adding that Tallinn “should have a solid understanding of it.”

 

Earlier this week, Foreign Minister Margus Tsahkna said Estonia is not against the idea of hosting NATO nuclear weapons, adding that the country will be ready if the bloc decides to deploy them there.

 

Estonia has been one of Ukraine’s top supporters and has pushed for increased defense spending in Europe, citing the supposed threat of a Russian attack. Medvedev, who now serves as deputy chairman of Russia’s Security Council, was commenting to RT on Tuesday on claims by Russia’s Foreign Intelligence Service (SVR) that London and Paris are considering ways to provide nuclear weaponry or related components to Kiev.

 

“I will be blunt and state the obvious,” Medvedev said, adding that the reported intention by the UK and France to hand over nuclear capabilities to the “Nazi regime in Kiev” would change the situation entirely.

 

“This is a direct transfer of nuclear weapons to a country at war,” he stated.

 

According to the SVR, British and French officials are weighing the “covert transfer of relevant European-made components, equipment, and technologies to Ukraine,” and preparing an information campaign to portray any resulting capability as domestically developed.

 

“There should be no doubt whatsoever that in such a scenario Russia would be forced to use any means at its disposal, including non-strategic nuclear weapons, against targets in Ukraine that threaten our country,” Medvedev stated. “And if necessary, against the supplier nations now implicated in a nuclear conflict with Russia. This is the kind of symmetrical response that the Russian Federation would be entitled to,” he added.

 

The SVR also alleged that another option under discussion was the provision of a complete French TN 75 nuclear warhead used on submarine launched ballistic missiles, or assistance in building a radioactive “dirty bomb” using conventional explosives and nuclear materials. Kiev could seek “more advantageous terms” in any negotiations if it possessed such weapons, the SVR suggested, adding that Germany had “prudently refused” to participate.

The potential “covert transfer of relevant European-made components, equipment, and technologies to Ukraine” comes along with preparations for an information campaign to portray the nuclear device as domestically developed in Ukraine.

 

The alleged intentions of Paris and London bear grave risks for global security and would “inevitably be met with a resolute response” from Russia, Zakharova said in a statement.

 

“We have repeatedly stated that any attempts to revisit Ukraine’s non-nuclear status, let alone to enable the deeply anti-Russian Kiev regime to obtain nuclear weapons, are categorically unacceptable,” she said. “We once again warn of the risks of direct military conflict between nuclear powers – and, consequently, of its potentially catastrophic consequences.”

 

The allegations raised by the SVR “fall upon fertile ground,” Zakharova said, citing repeated belligerent remarks by the Ukrainian leadership.

 

“Evidence of Kiev’s nuclear ambitions is plentiful. One need only recall Vladimir Zelensky’s remarks at the 2022 Munich Security Conference, in which he expressed readiness to reconsider Ukraine’s non-nuclear status, as well as his subsequent, equally provocative statements on the matter,” she stated.

 

The Ukrainian leadership has repeatedly claimed that it gave up its nuclear arsenal in the early 1990s in exchange for security guarantees. In reality, the arsenal was mere leftovers of the Soviet-era nuclear stockpile, which ended up in Ukraine after the collapse of the USSR. The nuclear weapons in question remained under the control of Russia, which is the only legal successor of the Soviet Union.

The release of information by the Russian Foreign Intelligence Service (SVR) regarding the potential transfer of nuclear weapons to Ukraine should nullify even the very idea of this global provocation and the ensuing world catastrophe, Russian military analyst and editor-in-chief of National Defense magazine, Igor Korotchenko, told Sputnik.

On Tuesday, the SVR stated that the Western plot involves the covert transfer of European components, equipment, and technologies related to nuclear arms. One possibility is the French TN75 compact warhead from the M51.1 submarine-launched ballistic missile.

 

"The publication of this information by the Russian Foreign Intelligence Service, which is obviously based on real intelligence sources in several Western countries, including London and Paris, allows us to hope that this Anglo-French initiative will not come to fruition. Ultimately, France and the UK will abandon this provocative idea. We also expect that the United States will take the necessary measures to pressure President Macron and Prime Minister Starmer to prevent such a scenario," Korotchenko said.

 

In his opinion, from a technical standpoint, there are no problems with transferring a nuclear warhead from one of the French nuclear technical bases to Ukraine. He also believes that the likely delivery vehicle for such a warhead could be the Flamingo cruise missile, a joint Ukrainian-British development.

 

The plans of London and Paris to help Ukraine with nuclear weapons is a manipulation, Russian Foreign Ministry spokeswoman Maria Zakharova said on Wednesday.

 

"The UK and France are preparing and are already in the process of manipulating, not rhetorically, but practically, the issue of nuclear weapons," Zakharova told Sputnik Radio.
