This was revealed to many back around 2008-2012. Influencers with over 50k subs were offered huge sums of cash, diplomatic passports and much more. They had a server to congregate on and discuss roles. There were also hidden YouTube discussion groups of influencers. This transferred over to twitter as well and there was a gateway there for the "watchers" to police and flag accounts. I found that gateway but was too n00b to get in or use it to see what was up. The gateway name was (close to) m5vr4 or something similar. Had a pic of a charging long horn. This group of Indy touted their group as operation chaos, (after the c_a op) and after 2012 refered to itself as project mayhem, (after the same clown op). The ultimate goal was to influence the sleeping masses obviously. I know who they SAY were the backers, but….. It was discovered that the goodies offered: shitloads of money and the diplomatic passports were true and delivered to many who accepted the offers
