FIPS is whats used to enforce compliance of FISR. Agencies have to maintain various levels of FIPS for types of information. Obviously if you can find FIPS violations they can be criminal. Memo may prove a literal smoking gun that an IG or AG can't honestly ignore even though the Comey and Co decided not to pursue last go around, the memo might prove something that Wray/Sessions will go after!
