House rejects Massie's war powers resolution

WASHINGTON — By a vote of 219-212, the House on Thursday rejected a war powers resolution on Iran, cosponsored by Rep. Thomas Massie, R-Crescent Springs.

The vote followed hours of debate on Wednesday and the Senate’s rejection of a similar measure from Sen. Rand Paul, R-Ky.
Rep. Morgan McGarvey, D-Louisville, was the only Kentucky congressman to join Massie in support of his resolution
Over several hours Wednesday, lawmakers debated the measure Massie said would reassert that Congress must decide questions of war.
“If American lives are to be risked and American blood is to be shed, that decision must be debated and voted on by the representatives of the American people,” Massie said Wednesday. “And that debate is meant to be arduous. And that vote is meant to be hard. I have a theory. I think my colleagues don’t want to go on record because we have a terrible track record of meddling in the Middle East.”
Rep. Morgan McGarvey, D-Louisville, was the only Kentucky congressman to join Massie in support of his resolution.
“The decision to go to war is so consequential that our founders were clear: no one person — not a president or a king — should have that power,” McGarvey said in a statement Thursday. “The grave responsibility of putting our service members in harm’s way, plus spending the billions of taxpayer dollars this war will cost, rests squarely with Congress and the people who send them there.”
A similar resolution, cosponsored by Sen. Rand Paul, R-Ky., failed to move forward Wednesday.
Sen. Mitch McConnell, R-Ky., had urged his colleagues to vote against it.
“Make no mistake about it: This war belongs to the mullahs in Tehran,” McConnell said Wednesday. “As I’ve explained so many times over the years, the powers of the President for the use of military force, with or without prior congressional approval, are actually well-established.”
Massie and Rep. Ro Khanna, D-Calif., first introduced their resolution back in June, when President Donald Trump was weighing whether to help Israel attack Iran’s nuclear program.
Democrats ramped up pressure for a vote on the resolution following the U.S. and Israel’s recent attack on Iran.
