Quebec’s new budget focuses on maintaining core services like health and education, with no flashy big-ticket spending ahead of a fall general election.

 

Gone are the recent years of tax cuts and government cheques of hundreds of dollars to Quebec households.

 

Instead, Finance Minister Eric Girard says his budget for the 2026-27 fiscal year reflects persistent economic uncertainty, primarily due to the trade conflict with the United States.

 

The $170.8-billion budget projects a deficit of $8.6 billion, a number that includes a $2-billion contingency reserve and a $2.3-billion legally required payment into a fund to repay the province’s debt.

 

The biggest budget item is health care, with spending forecast to be $68.7 billion, a rise of 4.1 percent.

 

Quebec’s GDP is expected to grow by 1.1 percent in 2026—but that assumes U.S. tariffs on Canadian goods are stable over the short term.

 

Girard’s budget forecasts a GDP contraction of 0.2 percent if the Trump administration decides to exit the North American free-trade agreement, which is up for review in July.

Saskatchewan has introduced a new budget that avoids tax hikes and program cuts but carries with it a big deficit.

 

Premier Scott Moe’s Saskatchewan Party government spending plan for 2026-27 projects the bottom line will be $819 million in the red.

 

The government also predicts more deficits in the years to follow.

 

Finance Minister Jim Reiter says the province is protecting public services by not making cuts or raising taxes.

 

“We chose to protect Saskatchewan,” Reiter told reporters Wednesday before introducing the budget in the legislature.

 

“We could have increased some taxes. We could’ve not put as much funding into key areas like health care. We decided now is not the time to be doing that.”

 

The budget shows the province plans to spend nearly an extra $1.2 billion, with most of the dollars going to health care, education, social services and policing.

 

Revenues are also projected to be up by $360 million, largely due to the province receiving more provincial sales taxes, but it expects less money from natural resources.

Defence Minister David McGuinty says Ottawa will fulfil its pledge to meet NATO’s defence spending target of 2 percent of GDP by the end of this month.

 

McGuinty made the remarks during a March 18 press conference announcing increased funding for domestic ammunition production. He was asked by reporters whether Canada might fail to meet the target by the end of the fiscal year, given what a reporter described as an apparent “last-minute spending spree” in the sector.

 

“No, it’s not possible. We will be achieving our 2 percent spend by March 31,” McGuinty replied.

 

“This is not about a last-minute spending spree,“ he added. ”This is a systematic rollout, executing on a plan that was devised some time ago, and we’ll have more to say about this as time rolls on.”

 

McGuinty said Ottawa is now “laying track” for its plan to achieve its 3.5 percent target by 2029-2030, and its target of 5 percent by 2035.

 

Ottawa has pledged to invest the equivalent of 2 percent of its GDP in defence this fiscal year, which ends on March 31. Continue…

The Bank of Canada has left its key rate at 2.25 percent for a third consecutive meeting, while warning the ongoing conflict in the Middle East will raise global inflationary pressures and squeeze Canadians’ purchasing power.

 

“The war in Iran is causing oil prices to move sharply higher, and this will push up inflation in the short term. Canada’s economy is dealing with a lot, and now we face more volatility,” Bank of Canada Governor Tiff Macklem said on March 18.

 

Oil prices have surged to nearly US$100 a barrel since the United States and Israel launched strikes on Iran on Feb. 28, and Iran responded by virtually closing the crucial Strait of Hormuz waterway and attacking the energy infrastructure of several Gulf countries. Canadian mortgage billionaire Stephen Smith has agreed to buy a minority stake in The Economist Group, marking the first ownership shake-up in the storied British current affairs magazine in a decade.

 

Smith and his family holding company Smith Financial Corp. will buy the entire 26.9% stake held by, Lynn Forester de Rothschild, her family and her family foundation, representatives for the companies said in emailed statements.

 

The price of the transaction wasn’t disclosed, and the agreement is subject to certain closing conditions. The Horizont website reported earlier that Smith was looking to buy the stake.

 

The deal sees another wealthy mogul added to The Economist’s list of owners, which includes Italy’s Agnelli industrial dynasty and members of the Cadbury and Schroder families. The magazine was founded in 1843 by Scottish businessman and politician James Wilson, an opponent of Britain’s Corn Laws that restricted the import of grain to benefit local landowning elites. The magazine — which describes itself as a newspaper — has successfully transformed into a digital subscription publication and is popular with business and political elites for its long-form analysis and knowing style.

 

The stake is Smith’s first foray into media after he made the bulk of his estimated $3.6 billion fortune by investing in Canada’s mortgage market, co-founding mortgage lender First National Financial Corp. and acquiring other lenders in defiance of an anticipated housing crash.

 

Forester de Rothschild has been seeking to sell her stake as part of a long-term reshaping of her investment portfolio, Bloomberg previously reported.

 

The Economist Group includes The Economist magazine, website, app and podcasts as well as the Economist Intelligence Unit, which provides research on macro economic and geopolitical topics and event organizer Economist Impact.

 

It employs about 1,540 staff in 26 countries, reported revenue of £369 million ($492 million) and operating profit of about £48 million in the year to March 31, according to its 2025 annual report. Subscriptions rose 3% year-on-year to 1.25 million, boosted by digital subscriptions, which accounted for 85% of new starts.

Two Loblaw‑owned grocery stores in Toronto have been fined for mislabelling imported products as Canadian.

 

The Canadian Food Inspection Agency has issued two administrative penalties of $10,000 each to the stores for misleading country‑of‑origin claims on in‑store signage and displays.

 

One store, a Real Canadian Superstore, advertised President’s Choice broccoli slaw with maple leaf decals and a “Product of Canada” shelf tag, despite the bags being labelled “Product of USA.”

 

In the other, a Fortinos store, owned by Loblaw, was fined $10,000 for showing an imported food product as Canadian using maple‑leaf imagery and origin claims in the signage.

 

The CFIA scrutiny of major grocers, such as Loblaw and Sobeys, has recently ramped up because of a surge in “maple‑washing” complaints, according to retail-insider.com. It has prompted the agency to move from “quiet warnings to public monetary penalties” and more aggressive enforcement. Continue…
