In 1948, a U.S. military tribunal in post-World War II Nuremberg, Germany, tries four prominent German judges for crimes against humanity, including their roles in enforcing Nazi laws that led to mass atrocities. The prosecution, led by Col. Tad Lawson (Richard Widmark), argues that the defendants knowingly enabled the Holocaust by upholding racist and oppressive Nazi laws, including the Nuremberg Laws and forced sterilizations. The defense, headed by Hans Rolfe (Maximilian Schell), contends that the judges were merely following the laws of their country and that the Allies are no less guilty—citing examples like the atomic bombings of Hiroshima and Nagasaki and U.S. eugenics policies.

 

A pivotal moment occurs when Irene Hoffmann (Judy Garland) testifies about a Jewish man falsely accused of "racial defilement" and executed based on her testimony, which deeply impacts Janning. After a tense cross-examination, Janning breaks his silence and admits his guilt, stating he rationalized his actions as being for the good of Germany, despite knowing they were unjust.

 

Despite pressure from military officials to issue lenient sentences due to Cold War concerns—especially after the Berlin Blockade—Haywood refuses to compromise, delivering a verdict of life imprisonment for all four defendants. The film ends with Haywood reflecting on the moral weight of justice, as he is left to grapple with the emotional fallout and the knowledge that the defendants would likely be released within five years.
