I've noticed over the years two sources of the red text spam
1) The bad guys tried something, didn't go as planned (generally called out with a quickness) so the text bot comes in to spam the breads while a meeting is held to decide what to do
2) Mitch, who may wish to remember misuse of government computers and networks is greatly frowned upon and ONI does not play
