Joe Kent is a patriot. He was blocked out of intel, so he acted faithfully based on the information he knew at the time. Beyond that, I think it was set up that way either to test him (necessary?) or as a sting he's knowingly in on already. He still may not have had the intel, but he could be simply following orders by making faithful decisions with limited info.
