planefag here. i tracked an E-6B one night on a weird flight path that went for 3000nm. I posted the flight path drawn out and another anon had one that was even longer. it resembled a pelican. not sure where they got it from before that though.

#2 was interesting. PEPFAR is President's Emergency Plan for AIDS Relief. Apparently back in 2012 it had $6.7B associated with it and received $5B a year in appropriations. But they could carry the money over each year.
In DoD if you don't spend your budget annually, it doesn't roll over and you get even less the next FY.
All the PEPFAR funds were being funneled through USAID.
How convenient.
