Azure help for error 403:

There are 3 conditions that can cause this error to be presented.

The site has reached a billing limit and your site has been disabled.

The Website has been stopped in the portal.

The Azure Website has reached a resource quota limit that applies to either Free or Shared scale modes.

The point is, there is a decent chance that there was something to release and it was a hosting issue, therefore it might still come out.

Just pointing out that with the traffic hammering it it is very likely it was genuine and ran out of data etc…

No, seriously though, probably ran out of data from host, might still come out, but might be done differently.
