The RJ had to have landed and was rolling out when the controller cleared the firetruck across RWY 4. If they had been on a very short final then a Go-Around would have been routine even if the mains touch down but once on the ground and slowing, there' was nothing they could do other than steer the aircraft off the runway and into the grass on the left side of RWY 4. There's plenty of room over there to have done that.
One of the first things you learn as an aviator is "See and Avoid". This also applies to support personnel like airport fire departments, police, EMT medical units etc……….The driver of that firetruck is also going to be held responsible as when he was given clearence to cross RWY 4 he was required to make damn sure the active runway was clear. There was no way in hell, had he looked, that he would not have seen that RJ rolling out and approaching Delta taxiway. The aricraft is lit up like a Christmas tree. The RJ hit the firetruck at a reported 30 knots. Plenty of speed to shred the front of that aircraft.
This is really bizrre to me as it appears no one, not even the pilots were paying attention to what was going on. Controller had to have known the RJ was either on very short final or had landed and was rolling out, the driver of the firetruck should have been aware that an aircraft was on short final or had landed and was rolling out and when given the clearence to cross, should have responded with "holding short of RWY 4……………and the RJ guys had to have been looking at all of this and hearing all of it on the tower frequency and going WTF? Putting the aircraft in the grass on the left side of RWY 4 should have been the action taken and I don't know why they at least, didn't attempt it. Maybe they tried and it was too late.

Anon, I've gone through that manual several times looking to see when and if, the military has a lawful duty to intervene whether it be related to judicial activist and civilian courts not functioning for the people or the military having the duty to take down "enemies of the state" etc……..under Treason, Sedition and Subversive Activities and I could find nothing that deals with any of that. Do you know what chapter or section deals with the CiC and the military "defending the republic from enemies within" on our own soil?
