POTUS's speech at the WH to the Farmers:

Noticed 2 things:

1. He talked about the tractors being too high tech and breaking down; farmers not able to work on them; they are too expensive. He's asking Big AG Tractor Makers to tone it down, bring back the basics, and reduce prices so farmers can once again afford tractors and work on them themselves.

1. POTUS said "BYE" at the end of his speech.

Serious question:

if a new Govt Dept is created, and budget appropriations are assigned (year after proverbial year), can Congress legally withhold funding without first passing a bill to remove said Department ? (which POTUS would have to sign) If Congress has to approve its existence, doesn't Congress have to approve it's demise, before "defunding"?

Seems odd/illegal/wrong to me.
